National Organization for Opportunities and Relief (NOOR) is a non-profit organization committed to promoting social protection, resilience, and inclusive development for vulnerable populations across Afghanistan. NOOR implement an integrated portfolio of coordinating humanitarian assistance, livelihoods, protection, and advocacy, drawing on best practices used by long-standing actors in Afghanistan to ensure relevance, accountability, and impact. NOOR has experience and expertise in delivering impactful programming across Health, Humanitarian Assistance, education, Protection from gender-based violence (GBV) advocating for human rights and advocacy, women’s empowerment, food security, sustainable livelihoods, and humanitarian and emergency relief. Operating in the northern, western, and eastern regions of Afghanistan, NOOR has demonstrated its capacity to implement genderresponsive, locally led, and culturally adapted solutions in some of the country’s most vulnerable, disadvantaged and underserved contexts. NOOR’s expansive grassroots network includes over 4000 Self-Help Members Community Support members/ Community Action members volunteers integrated into 400 Groups operating throughout Afghanistan. The Self-Help Groups Community Support Groups (CSGs)/ Community Action Groups (CAGs) forms the backbone or the organization’s operation in terms of service delivery, initial assessments and execution. This deep local presence allows for sustained engagement, even in fragile and high-risk areas, ensuring culturally appropriate implementation strategies and strong community ownership.
National Organization for Opportunities and Relief (NOOR) operates at the grassroots level to deliver inclusive, rights-based humanitarian assistance to vulnerable and crisisaffected populations, with a particular focus on women, adolescents, and marginalized groups. Through community-centered approaches, NOOR supports awareness of rights, strengthens local resilience, and promotes community ownership of humanitarian and protection interventions. A core element of NOOR’s approach is constructive engagement with community gatekeepers, including influential male decision-makers, religious leaders, and elders. By building the capacity of these stakeholders and fostering their support, NOOR strengthens protective community networks and ensures the sustainability and acceptance of humanitarian and protection programming. NOOR has proven expertise in the design and implementation of multi-sectoral humanitarian programs, including education in emergencies, WASH, nutrition support, livelihoods and skills development, child protection, gender-based violence prevention and response, survivor-centered referral and rescue mechanisms, and human rights awareness. The organization also undertakes research, needs assessments, and development of culturally appropriate educational and communication materials to effectively deliver life-saving and rights-based messaging.
